AIM co-signs joint industry statement on proposed reference to “State-owned Producer Responsibility Organisations” in upcoming packaging legislation

AIM and other 23 associations from the packaging value chain are calling on the EU legislators to remove the reference to “State-owned Producer Responsibility Organisations” from the proposed Packaging and Packaging Waste Regulation (PPWR) under current trilogue negotiations.

The inclusion of such provisions in the legislative text would de facto deprive PRO’s of their core function, which is fulfilling producers’ responsibilities on their behalf. As a result, the collected EPR fees would not be reinvested to finance the circularity of the packaging value chain, as they would qualify as a tax, hence running counter to the recycling objectives of the Regulation.

Ultimately, the achievement of the PPWR’s environmental objectives and of the Union’s goal of getting to net zero by 2050 would be undermined.
